What multi-world plugin are you using? I know a server that runs 6 or so worlds on an old linux and it's lag free. The plugin they use is Multiverse.

ohh then yes but we should change Bahari a little bit and have like a gated community for own town hall then like houses for our allied mayors to stay in when they visit :3

That's a possibility. But they wouldn't be a part of our "gated community". There will be no betraying in that community.
